Extra-Pochven wormholes cycle faster and spawn scouts
Phase time between extra-Pochven hole states is 30 minutes (from 60). Warp-in is 75 km from the hole. New scout roamers spawn on first warp-in, and roaming NPCs linger for a while after that hole closes.
Observatory Flashpoints and Vigilance Points retuned
Flashpoints drop to an optimal fleet of 12 (from 15) and Vigilance Points rise to 12 (from 10). Per-pilot payout is unchanged, so total ISK moves about 20% down or up with fleet size. EDENCOM and Vigilance Point Data loot is unchanged. Stirring NPCs in Vigilance Points deal double damage to drones.
Intra-Pochven wormholes get more mass and lifetime
Internal Pochven connections now have 750,000,000 kg base mass stability (from 100,000,000 kg) and a 12-hour base lifetime (from 4.5 hours), so backdoor paths last long enough to find and hold.
Roaming NPC fleets in the region are more common. AI is improved for roamers that did not spawn from a wormhole, so large NPC fights and salvage lurking are easier to find.
The final Vigilance Point payout only pays pilots within 50 km of the Vigilance Spire. Completing a phase in a high-sec Pochven wormhole site no longer grants a second payout. Acceleration Flashpoints can spawn in Palmon. NPCs in Pochven (and some Homefront/FW sites) no longer orbit outside their EWAR range.
